What's the difference between profile country and business address?

Profile Country / region and organization business address country are two different fields with different purposes.
Profile country vs business address
Profile Country / region (preferredCountry) controls your market region and unsubscribed pricing currency. Organization Country is part of your business mailing address and is required for org save.

Prerequisites: Signed-in account.
Step 1. Profile Country / region
Location: Settings → Profile → Language & region.
Stored on: User.preferredCountry.
Purpose: pricing region, pairs with Language for locale prefs.
Help text: separate from organization address.
Step 2. Organization Country
Location: Settings → Organization → Business Address.
Stored on: Account.country.
Purpose: business address; required for org save.
Does not change UI language or checkout currency.
