Yes. Download receipts from Billing History when a receipt URL is available.

Prerequisites: Completed payment.
Step 1. Billing History
Find RENEWAL, NEW_SUBSCRIPTION, or COINS_PURCHASE row.
Click Download Receipt.

Mistakes to avoid
Receipt not in email automatically — pull from Billing tab.
